Providing support and challenge to local authorities

​Local authorities, regional scrutiny and capacity building

This core programme delivers our contribution to support and challenge local authority education provision and build capacity for leadership at all levels within education services of local councils. 

It includes a network of Area Lead Officers, covering every local authority, who have oversight of all scrutiny and capacity building activity in their designated authorities. The Area Lead Officers contribute evaluative judgements on strategic aspects of the education functions of local authorities, as part of the annual Shared Risk Assessment exercise undertaken by all the scrutiny agencies. This can mean that Education Scotland can inspect the strategic education functions of a local authority as required. 

Each local authority has a negotiated Local Partnership Agreement that outlines the level of capacity building activities and a range of other specialist support that will be provided by Education Scotland to the education services of the council. Education Scotland also builds capacity to support partnership working between groupings of authorities to address common issues.
